IN THE APPROPRIATION TO THE STATE ROADS COMMIS-
SION 135 POSITIONS, EQUIVALENT IN SALARIES AND WAGES
TO THE SUM OF $653,040.00, ARE DENIED EXCEPT TO THE EX-
TENT THAT A PORTION OF SUCH POSITIONS AND SALARIES
AND WAGES AS ARE NECESSARY TO MAKE POSSIBLE THE
COMPLETION AND MAINTENANCE OF THE INTERSTATE SYS-
TEM OF HIGHWAYS IN THE STATE, SUBSTANTIALLY ALL OF
WHICH YET TO BE COMPLETED ARE IN BALTIMORE CITY, AND
TO MEET THE REQUIREMENTS OF THE HIGHWAY BEAUTIFICA-
TION ACT OF 1965 AND THE APPALACHIA PROGRAM AS EN-
ACTED BY THE CONGRESS OF THE UNITED STATES. (UNDER
THESE ACTS, THE COMMISSION MUST PERFORM CERTAIN
DUTIES WITH ITS PERSONNEL TO PREVENT A LAPSE OF FED-
ERAL FUNDS AND SUBSTANTIALLY ALL OF THE SALARIES OF
SUCH PERSONNEL ARE PAID BY THE FEDERAL GOVERNMENT
AND/OR BALTIMORE CITY). THE REMAINING ALLOWANCE
FOR SALARIES AND WAGES AMOUNTS TO $25,824,113.00 AND
SUPPLEMENTATION THEREOF SHALL BE PERMITTED ONLY
WITH THE APPROVAL OF THE BOARD OF PUBLIC WORKS.

EMERGENCY AMBULANCE AND OTHER USE OF TOLL FACILITIES

08.02.00.01 Emergency Ambulance and Other Use of Toll
Facilities

Special Fund Appropriation, to provide funds
from motor vehicle revenue to pay the State
Roads Commission—Toll Facilities Depart-
ment for the use of the State's toll facilities
by the ambulance equipment of volunteer fire
companies and other nonprofit agencies of the
State in the movement of sick or injured per-
sons and by organized groups of school chil-
dren on visits to the State Capitol to be spent
under the direction of the Toll Facilities De-
partment of the State Roads Commission......           3,000
