event which was committed or occurred prior to the effective date
of this Act and which at that time was within the jurisdiction of
one of the Courts of the Supreme Bench of Baltimore City under
this subtitle "Juvenile Causes", shall be proceeded with, considered,
and adjudicated under the provisions of this subtitle "Juvenile
Causes" and as if this Act had not been enacted into law.
Sec. 5. And be it further enacted, That, subject to the provisions
of Section 4 above, this Act shall take effect on June 1, 1969.

AN ACT to add Sections 365 to 374, inclusive, to Article 41 of the
Annotated Code of Maryland (1965 Replacement Volume), title
"Governor—Executive and Administrative Departments", to follow
immediately after Section 364 thereof and to be under the new
subtitle "33. Compact for Education"; and to add new Sections
375 and 376 to said Article and new subtitle, enacting on the part
of the State of Maryland the so-called education compact, provid-
ing generally for the purpose and operation of this compact among
the several states, creating a Maryland Education Council to con-
sider and make recommendations on certain matters concerning
education, providing for the duties of certain State officials with
respect to this compact and relating generally to the Compact for
Education and to educational matters in this State.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 365 to 374, inclusive, be and they are hereby added
to Article 41 of the Annotated Code of Maryland (1965 Replacement
Volume), title "Governor—Executive and Administrative Depart-
ments", to follow immediately after Section 364 thereof and to be
under the new subtitle "33. Compact for Education", and to read
as follows:
33. Compact for Education
365.
The Compact for Education is hereby entered into and enacted into
law with all jurisdictions legally joining therein, in the form sub-
stantially as follows:
COMPACT FOR EDUCATION
366. Article I. Purpose and Policy.
A. It is the purpose of this contract to:
1. Establish and maintain close cooperation and understanding
among executive, legislative, professional educational and lay leader-
ship on a nationwide basis at the State and local levels.
2. Provide a forum for the discussion, development, crystallization
and recommendation of public policy alternatives in the field of
education.
