The Department may designate existing public or private agencies
or organizations within the State as its agents as, in its discre-
tion, seems desirable or necessary for the purposes of this Article.
The Department may expend funds for aiding stick agencies or
organizations or for purchasing services therefrom.

The Department shall have an office, bureau or section for re-
search and development to collect and compile accurate statistics
and reliable data on all aspects of the program. This agency shall
keep abreast of current developments in the field and shall assess
existing programs and activities and aid in the development of new
or improved means of prevention, control and treatment of juvenile
offenders. It shall utilize research and information available from
all sources and, if necessary, initiate studies to aid the Director
in general planning and program development for the Department.

The State Department of Juvenile Services may accept any
allotments of Federal funds and commodities and manage and dis-
pose of them in whatever manner may be required by Federal law,
and may take advantage of any Federal programs, grants-in-aid,
or other public or private assistance which may be offered or
available which will accomplish or further the objectives of this
Article.

(a) The provisions of Section 399 of Article 27 of this Code (1957
Edition, as amended) shall not be construed or applied as limited
LIMITING the powers granted by this Article to the Department of
Juvenile Services.
(b) Any institution or agency operating under the authority of
the Department of Juvenile Services WHERE CHILDREN ADJU-
DICATED DELINQUENT ARE TREATED shall be deemed to be
one of the "places of confinement" for the purposes of Section 139
of Article 27 of this Code, as amended from time to time.
Training Schools and Other Facilities for
Delinquent Children

As of July 1, 1967, the State Department of Juvenile Services,
within the annual budgetary appropriations therefor, may establish,
maintain, and operate facilities as may be needed properly to diag-
nose, care for, train, educate, and rehabilitate children in need of
these services, including, but not limited to, the Maryland Training
School for Boys, Boys' Village of Maryland, Montrose School for
Girls, Maryland Children's Center, Thomas J. S. Waxter Children's
Center, the Victor Cullen School, and the several forestry camps.
12.
(a) All of these institutions and agencies provided for in Section
11 shall exercise their functions under the supervision, direction,
