CHAPTER 120
(House Bill 177)

AN ACT to repeal and re-enact, with amendments, Section 187F of
Article 66½ of the Annotated Code of Maryland (1965 Supple-
ment), title "Motor Vehicles," subtitle "Operation of Vehicles
Upon Highways," to authorize the County Commissioners of Gar-
rett County to provide a penalty for violating regulations concern-
ing both speed and weight of vehicles.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 187F of Article 66½ of the Annotated Code of Maryland
(1965 Supplement), title "Motor Vehicles," subtitle "Operation of
Vehicles Upon Highways," be and it is hereby repealed and re-enacted,
with amendments, to read as follows:

187F.

Notwithstanding any other provisions of this Article, the County
Commissioners of Garrett County are authorized and empowered to
regulate the speed and weight of vehicles on any road, street, lane
or alley within Garrett County which is not within the corporate
limits of any incorporated city, town or village and which has not
been designated or maintained as a part of the State or Federal
highway system or an extension thereof. The County Commissioners
also are authorized and empowered to provide for the payment of
fines for a conviction for violating any such regulation made by it
concerning the speed or weight of vehicles. Any and all fines col-
lected pursuant to the provisions of this section shall be disposed of
according to the procedure provided in Section 341 of this Article.
All traffic control devices erected under the authority of this section
by the County Commissioners shall conform to the State Manual and
Specification as adopted under Section 189 of this Article.

Sec. 2. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety and having been passed
by a yea and nay vote supported by three-fifths of all the members
elected to each of the two houses of the General Assembly, the same
shall take effect from the date of its passage.

AN ACT to add new Section 322 to the Code of Public Local Laws
of Charles County (1965 Edition, being Article 9 of the Code of
Public Local Laws of Maryland), title "Charles County," to fol-
low immediately after Section 321 thereof, and to be under the
new subtitle "Zoning"; providing certain laws with respect to
amendments to zoning regulations and for an amendment to the
zoning map and to zoning classification of property AND DECLAR-
ING THIS ACT TO BE AN EMERGENCY MEASURE.
