and to enact new Sections 108(9) in lieu thereof, to stand in the
place of the Section 108(9) so repealed; to create a People's Court
for Dorchester County to have the powers and jurisdiction formerly
exercised by the Trial Magistrates of the county, to provide for the
appointment of the judges of the court, for their tenure, compen-
sation, powers and duties, to generally provide for the administra-
tion, practice and procedure before the court in Dorchester County
AND TO PROVIDE FOR THE APPOINTMENT OF A TRIAL
MAGISTRATE FOR THE COUNTY, TO FIX HIS POWERS, SAL-
ARY AND CLERICAL ASSISTANCE.

Dear Mr. Speaker:
I have today vetoed House Bill 841 and, in accordance with
the provisions of Article 2, Section 17 of the Maryland Constitution,
I am returning the same to you along with my message concerning
this action.
On May 2 of this year, I received a letter from the Attorney
General, a copy of which is attached and to be considered a part of
this message, advising that in the opinion of that office, the bill was
unconstitutional. In light of this advice, I felt that I could not sign
this bill into law.

form and legal sufficiency, House Bill 841 passed at the 1966 regular
session of the General Assembly.
