House Bill No. 385—Charges Against Classified Employees
AN ACT to repeal and re-enact, with amendments, Section 33
of Article 64A of the Annotated Code of Maryland (1964 Replace-
ment Volume), title "Merit-System"; eliminating the requirement
of consent of the appointing authority or Commissioner of Personnel
for the filing of charges by a citizen against a classified employee
of the State of Maryland, AND SUBSTITUTING A REQUIRE-
MENT OF PRELIMINARY INFORMAL HEARING BEFORE
THE APPOINTING AUTHORITY OR A PERSON DESIGNATED
BY SUCH AUTHORITY.

Dear Mr. Speaker:
In accordance with the provisions of Article 2, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 385.
This Bill would eliminate the requirement of consent of the ap-
pointing authority or personnel commissioner for the filing of charges
by a citizen against a classified employee.
I have been advised by the State Commissioner of Personnel
that this Bill would permit an enormous number of unjustified
charges to be filed. The Commissioner strongly urges that the Bill
be vetoed. Both the Commissioner and the legal counsel of the
Maryland Classified Employees' Association believe that the present
law is quite adequate and that no change is needed at this time.
For the reasons set forth above, I feel compelled to veto House
Bill 385.

House Bill No. 424—Harford County—Orphans' Court
AN ACT to add new Section 30A to Article 26 of the Annotated
Code of Maryland (1957 Edition), title "Courts," subtitle "Circuit
Courts for the Counties—Court Stenographers," to follow immedi-
diately after Section 30 thereof to provide for the abolition of the
Orphans' Court in Harford County as now constituted and to pro-
vide that the Circuit Court for Harford County shall sit from time
to time as an Orphans' Court and further to provide for the estab-
lishment of rules for the effective transfer of said duties.
