House Bill No. 8—History of General Assembly
AN ACT to add a new Section 46 to Article 40 of the Annotated
Code of Maryland (1957 Edition and 1965 Supplement), title "Gen-
eral Assembly," subtitle "History of the General Assembly," to follow
immediately after Section 45 thereof, making provision for the
writing, printing, and publication of a history of the General Assem-
bly and the cost thereof, establishing a Board of Legislative History
to have general direction of this project, and relating generally to
the preparation, publication and history of the General Assembly, its
financing, control and direction.

Dear Mr. Speaker:
In accordance with the provisions of Article 2, Section 17 of
the Maryland Constitution, I have today vetoed House Bill 8.
This Bill provides that the Governor shall include in the Budget
each year a sum not less than $15,000 for the writing, printing and
publication of a history of the General Assembly for each of the
next four fiscal years. It further provides for the creation of a
Board of Legislative History to oversee the writing, printing and
publication of such a history.
I think that a history of the General Assembly would be of in-
terest to many, but I do not believe that the method to achieve
such a history as provided in this Bill is the proper way to bring
about such a document. I believe the universities and colleges of our
State should be approached to see if scholars on their staffs would
not undertake such a project.
For the reasons set forth above, I feel compelled to veto House
Bill 8.

"Governor—Executive and Administrative Departments," to follow
immediately after Section 364 thereof, and to be under the new
subtitle "33. Art Commission," creating an Art Commission, pro-
viding generally for its powers, duties, operations, members and
