hide so that no axle is over-weight. If such redistribution of the load
is accomplished there is no violation. This would encourage im-
proper loading which could result in severe damage to the highways
and particularly the bridges prior to the time the violation was de-
tected and if the load were redistributed, the driver would be ex-
cused for this violation and the damage that may have been caused.
This Bill further provides that no vehicle shall be deemed to be
in violation of the weight limitations when the vehicles' dispatch
papers show that it is proceeding from its last freight pick-up to the
nearest available scales or by a reasonably expeditious route to the
first available scales in the direction toward which the vehicle has
been dispatched or is returning from such scales after weighing-in
to the last preceding pick-up point. The State Police point out that
this relieves the trucking industry of its responsibility in loading
vehicles.
Bills that have had certain of these proposed amendments to
the truck weight and size law were passed by the 1964 and 1965
Sessions of the General Assembly. These Bills were vetoed and,
for the foregoing reasons, I feel compelled to veto Senate Bill 503.

AN ACT to repeal and re-enact, with amendments, Section 81
(f) (2) of Article 66½ of the Annotated Code of Maryland (1965
Supplement), title "Motor Vehicles," subtitle "Administration—
Registration—Titling," to define the term "dump truck" for the
purposes of the Motor vehicle registration fees law., RELATING TO
VEHICLES WHICH ARE ELIGIBLE FOR "DUMP SERVICE
REGISTRATION" BY THE DEPARTMENT OF MOTOR VE-
HICLES.

Dear Mr. President:
In accordance with the provisions of Article 2, Section 17 of
the Maryland Constitution, I have today vetoed Senate Bill 506.
Senate Bill 506 broadens the definition of dump trucks under
Maryland law. Under this Bill certain types of trucks may be regis-
tered as dump trucks and carry greater axle loads than is now per-
mitted upon the payment of a higher registration fee. This Bill
