consist of athletic fees; student loan and scholarship funds; pa-
tients, inmates, and student funds in the Mental, Health, and Cor-
rectional Institutions; welfare funds; and a variety of miscellaneous
accounts.
If the State were logically to exempt the student activities fees
from the provisions of Section 7, Article 15A of the Annotated Code of
Maryland, it would certainly seem to follow that these other funds,
here above enumerated, should also be excluded. However, in the
adoption of Article 15A the Legislature foresaw the wisdom of
maintaining controls over funds coming into the hands of the many
Departments, Boards, Commissions, Officers, or Institutions of the
State from non-budgeted sources, and this control feature has cer-
tainly been demonstrated as most desirable over the years during
which it has been in effect.
For this reason, as the State's Financial Officers, we respectfully
urge that you veto this legislation, in order to maintain the high
degree of accounting control that has been established in the State's
Fiscal Operations as a result of the restrictions of Section 7, Article
15A.

Senate Bill No. 450—Commission on Mental Retardation
AN ACT to add a new Section 338A to Article 41 of the Anno-
tated Code of Maryland (1965 Replacement Volume), title "Gover-
nor—Executive and Administrative Departments," to follow imme-
diately after Section 338 thereof, and to be under the new subtitle
"Governor's Inter-Departmental Commission on Mental Retarda-
tion," establishing such Commission, designating its functions and
duties, the number and manner of selection of its members, authoriz-
ing the employment of a staff, granting the Commission exclusive
jurisdiction regarding certain Federal grants, and providing funds
for its operation.
