by the

Governor of Maryland

following the

1966 Regular Session

of the

General Assembly of Maryland

NOTE

Thirty-eight bills were vetoed by the Governor of Maryland
following the 1966 regular session of the General Assembly. Seven-
teen of the vetoed bills originated in the Senate, and 21 were House
Bills.

In addition, there was an item veto applied in Senate Bill 2, the
bond construction bill, under the item veto power for such bills
which is covered in Section 17 of Article 2 of the Constitution of
Maryland.

Following other provisions in the same section of the Constitu-
tion, all the vetoed bills (as well as the vetoed item in Section 2)
must be referred to the House in which they originated immediately
after the House shall have organized at the next regular or special
session of the General Assembly, for reconsideration. However, and
this provision prevails in 1966 unless a special session is called, no
vetoed bill is to be returned to the legislature when a new General
Assembly has been elected and sworn after the passage of the vetoed
bill.

If the General Assembly does vote on vetoed bills, a three-fifths
vote of the members elected to each House is required to enact a bill
(or item) over the veto of the Governor.
