Resolved by the General Assembly of Maryland, That we request
the State Board of Education to expedite this study of teacher
certification so that By-laws 610-618 may be amended constructively
prior to the beginning of the 1966-67 school year; and be it further
Resolved, That copies of the results of this study are sent to all
members of the General Assembly; and be it further
Resolved, That copies of this resolution are sent to the State Board
of Education and the State Superintendent of Schools.

(Senate Joint Resolution 4)
Senate Joint Resolution requesting the Governor to appoint a Judicial
Salary AND PENSION Review Board for the purpose of reviewing
and recommending uniform salary scales for the judges in Mary-
land.
Whereas, All Maryland citizens are concerned that the salaries
of judges be sufficient to attract the most qualified men and women to
serve as judges; and
Whereas, there now exists a very diverse salary scale for judicial
positions with extreme variations in the amount of local supplemen-
tation of salaries from county to county; and
Whereas, periodically various groups including the judiciary re-
quest the General Assembly to increase salaries for some of the judges
and same heretofore has been done on a haphazard basis; and
Whereas, a more uniform statewide scale for judicial salaries AND
PENSIONS on all levels is generally recognized as desirable and
necessary in this State; now, therefore, be it
Resolved by the General Assembly of Maryland, That the Governor
be requested to appoint such number of persons as may be desirable
to constitute a Judicial Salary AND PENSION Review Board to
study the problem of the varying salary scales for judicial positions
with a view toward specific recommendations for uniform salary
AND PENSION scales; and be it further
Resolved, That the Judicial Salary Review Board remain in exist-
ence so that all future requests for salary AND PENSION increases
would be forwarded to them for review and recommendation; and
be it further
Resolved, That a copy of this resolution is sent to the Governor of
Maryland, the Chief Judge of the Court of Appeals of Maryland,
and to the Director of the Administrative Office of the Courts.
