wide register of all legally blind persons residing in the State of
Maryland; and be it further

Resolved, That the Division of Vocational Rehabilitation make
every effort to acquaint all agencies, both public and private, as
well as all physicians, optometrists, and other interested individuals
and organizations with procedures for the referral of blind persons
to the state-wide register; and be it further

Resolved, That all such agencies and individuals knowing of
blind persons are urged to cooperate by referring blind persons to
the state-wide register.

(House Joint Resolution 26)

House Joint Resolution requesting the Governor of Maryland to ap-
point a Commission to review and prepare recommendations on
revision of the laws pertaining to education as found in Article 77
of the Maryland Code.

Whereas, In this era of rapid technological change and intensified
international competition, only the most skilled nations can hope
successfully to compete; and

Whereas, For America to meet the challenge of these times, it is
necessary for its people to attain the highest possible level of educa-
tion, so that education has been recognized and is regarded as a vital
national resource; and

Whereas, This State must, to meet its responsibility to the Nation
and its own people, offer the widest opportunities for educational
development and the highest quality of education of which it is
capable; and

Whereas, Needs in the field of education in Maryland are growing
increasingly complex and are rapidly changing, thus rendering many
provisions of the laws regulating education, as more particularly
found in Article 77 of the Code, obsolete and in need of revision;
now, therefore, be it

Resolved by the General Assembly of Maryland, That the Governor
of Maryland is requested to appoint a Commission consisting of seven
persons for the purpose of reviewing and revising Article 77 of the
Annotated Code of Maryland and to prepare a PRELIMINARY re-
port of its findings for submission to the General Assembly in Janu-
ary, 1967, and be it further

Resolved, That copies of this Resolution be sent to the Governor
of Maryland.
