Federally financed portion of the construction cost in the event the
Federal appropriation requires such participation.
Whereas, a substantial portion of the area and population of
the State of Maryland is encompassed within the Potomac River
Basin and looks to, and depends upon, the Potomac River and its tribu-
taries for water supply, low flow augmentation, recreation, and
similar benefits, while at the same time, needing flood control pro-
tection in various locations, and
Whereas, The State of Maryland as a whole is vitally interested
in the maintenance of, and improvements to, the Potomac River
Basin in order to assure benefits to present and future residents of
the State; and
Whereas, by Public Law 87-874, 87th Congress, H. R. 13272,
October 23, 1962, the Congress of the United States authorized the
United States Army Corps of Engineers to undertake the design of
an impoundment project in the Potomac River Basin in the Bloom-
ington area, generally known as the Bloomington Dam Project, for
multi-use purposes, such as flood control, low flow augmentation, wa-
ter supply and recreation; and
Whereas, The Congress of the United States is to consider the
appropriation of funds for the construction of the project at an early
date; and
Whereas, the State of Maryland understands that the Federal
legislation for the Bloomington Dam Project may require that a
portion of the construction costs be allocated to the beneficiaries
of the increased water supply which is expected to be made avail-
able thereby, such beneficiaries, including the State of Maryland,
the State of West Virginia, the Commonwealth of Virginia, and the
District of Columbia; and
Whereas, The General Assembly of Maryland believes that the
Bloomington Dam's expected and contemplated benefits are of suf-
ficient importance that assurances should be made of the State's
interest in the project and of its willingness to appropriate funds if
necessary to advance on behalf of its political subdivisions and
agency beneficiaries their respective shares of non-Federally fi-
nanced portion of the construction costs; and
Whereas, The General Assembly of Maryland understands that
the Governors of the State of West Virginia and the Commonwealth
of Virginia and the Commissioners of the District of Columbia are
similarly considering measures to indicate their respective States'
and jurisdictions' interest in the Bloomington Dam Project and an
ability on the part of their respective political subdivisions and
agencies to pay their respective shares of the non-Federally financed
portion of the construction costs; now therefore, be it
Resolved by the General Assembly of Maryland, That the Con-
gress of the United States be requested and urged to appropriate as
expeditiously as possible funds necessary to proceed with the early
construction of the Bloomington Dam Project; and be it further,
Resolved, That in the event the Federal Legislation appropriating
money for the construction and operation of the Bloomington Dam
