Resolved by the General Assembly of Maryland, That the Legis-
lative Council during 1966 is requested to study in other states the
position of Revisor of Statutes in order to make recommendations to
the General Assembly of 1967 as to whether or not this would be a
wise innovation for the State of Maryland.

(Senate Joint Resolution 12)
Senate Joint Resolution requesting the Legislative Council to study
possibilities for creating in this State a system of legislative post
audits.
The General Assembly of Maryland is interested in learning some-
thing of possibilities for a system of legislative post audits in this
State and is requesting the Legislative Council to make such a study
in 1966.
In more than half of the states of the Union the legislative post
audit is a regular feature of legislative staff work. The remaining
states follow the same procedure as the State of Maryland in having
the auditing function performed as part of the Executive Branch of
government.
In those states in which the auditing function is carried on under
the Legislature, the audit is designed, among other purposes, for
assuring that funds appropriated by the Legislature to the several
State agencies are thereafter expended for the purposes specified
in the appropriation.
The fact that more than half of all our states carry on such a func-
tion makes it desirable that the State of Maryland at least study this
possible expansion of legislative work; now, therefore, be it
Resolved by the General Assembly of Maryland, That the Legis-
lative Council is requested to study in 1966 and to report to the Gen-
eral Assembly in 1967 recommendations on the subject of whether
or not the legislative post audit function should be added to legislative
staff work in the State of Maryland.
