of the types and quantity of facilities and the personnel needed to
satisfy adequately the State's need for such centers.
7. The State Department is requested to cooperate with all other
State and local agencies in programs for the rehabilitation and train-
ing of welfare recipients.
8. The State Department should determine the number of foster
care homes required in the State and should estimate the cost to the
State of providing these homes. The Department should determine
the amounts which foster parents are paid for providing these serv-
ices for children.
9. The State Department is urged to take such action as may be
required to implement the recommendations of the report "Public
Welfare Organization and Administration in Maryland" prepared
pursuant to Joint Resolution 24 of 1963 by Booz, Allen and Hamilton,
Inc., particularly with reference to the recommendations in the report
pertaining to the Baltimore City Department of Public Welfare.
10. The State Department is requested to report annually to the
Legislative Council the action it has taken in the implementation of
the recommendations set forth above; now, therefore, be it
Resolved by the General Assembly of Maryland, That the State
Department of Public Welfare is urged to take all necessary action
to carry out effectively the above recommendations made by the
Special Committee on Public Welfare Costs in its report to the
Legislative Council; and be it further
Resolved, That those other State agencies referred to in the recom-
mendations of the Special Committee are urged to carry out the
recommendations contained herein, and that the various State's
Attorneys of the State are urged to implement the recommendations
pertaining to their offices; and be it further
Resolved, That copies of this Resolution are sent to the Governor
of Maryland, the State Budget Director, the Chairman of the State
Board of Public Welfare, the Director of the State Department of
Public Welfare, the Chairman of the State Board of Health and
Mental Hygiene, the State Commissioner of Health, the Mayor of
Baltimore City, the Director of the Baltimore City Department of
Public Welfare, and the various State's Attorneys of Maryland.

Senate Joint Resolution requesting the Legislative Council to study
and report on the doctrine of sovereign immunity under which the
State may not be sued.
Maryland should study the possible inequitable working of the
doctrine of governmental immunity under which the State of Mary-
land and its political subdivisions may not be sued in certain cases.
