Section 99. Jurisdiction, powers, etc., of judges of people's courts
of Montgomery and Prince George's counties; fees; appeals.
(a) To suspend or reduce sentence and/or costs in any case
within their jurisdiction within ten days in Montgomery County and
thirty days in Prince George's County after judgment has been
pronounced, provided, however, that the court shall not be authorized
to reduce the fine for any criminal or traffic offense below the mini-
mum fine prescribed by law for such offense, and provided further,
that nothing herein shall be construed to affect the power of the
court to suspend any such fine entirely and provided that the judges
of the People's Court of Prince George's County shall have after the
expiration of such period as to sentences imposed revisory power and
control in the case of fraud, mistake or irregularity.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1966.

AN ACT to repeal and re-enact, with amendments, Sections 191 (j)
and 194(j) of Article 56 of the Annotated Code of Maryland (1965
Supplement), title "Licenses," subtitle "Dog Licenses in the
Counties," providing that the fee for dog and kennel licenses in
Caroline County, be determined by the County Commissioners and
empowering said County Commissioners to pass rules, regulations,
and resolutions to provide for the fee, administration and sales
of dog licenses; pounds; wardens; disposal of certain dogs, and
providing generally for the regulation of dogs in Caroline County.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 191 (j) and 194(j) of Article 56 of the Annotated
Code of Maryland (1965 Supplement), title "Licenses," subtitle
"Dog Licenses in the Counties," be and they are hereby repealed
and re-enacted, with amendments, to read as follows:
191.
(j) In Worcester [County] and Caroline Counties the fee for
dog and kennel licenses shall be determined by the County Com-
missioners.
194.
(j) The County Commissioners of Caroline County and Wor-
cester County are hereby authorized and empowered, in order to
safeguard the health, safety and public welfare of the residents of
Worcester County to pass rules, regulations, and resolutions for the
purpose of carrying out powers hereinafter granted, provided that
such rules or regulations, and resolutions shall contain proper stand-
ards for the exercise of the discretion contained herein, and shall
operate uniformly. The said rules, regulations or resolutions shall
