coordinate action among its members; and (in) make recommenda-
tions for review and action to the members and other public agencies
that perform functions within the region.

(2) The council may, by appropriate action of the governing
bodies of the member governments, exercise such other
powers as are
exercised or capable of exercise by the member governments and
necessary or desirable for dealing with problems of mutual concern.

(d)    The council shall adopt by-laws designating the officers of the
council and providing for the conduct of its business.

(e)    The council may employ such staff, and consult and retain
such experts, as it deems necessary.

(f)     (1) The governing bodies of the member governments may
appropriate funds to meet the expenses of the council. Services of
personnel, use of equipment and office space, and other necessary
services may be accepted from members as part of their financial
support.

(2) The council may accept funds, grants, gifts, and services from
the government of the United States or its agencies, from the State
of Maryland or its departments, agencies or instrumentalities, or
from any governmental unit whether participating in the council or
not, and from private and civic sources.

(S) It shall make an annual report of its activities to the member
governments.

Sec. 2. And be it further enacted, That if any provision of this
Act or the application thereof to any person or circumstance is held
invalid for any reason, such invalidity shall not affect the other pro-
visions of any other application of this Act which can be given effect
without the invalid provision or application, and to this end, all the
provisions of this Act are hereby declared to be severable.

SEC. 3. And be it further enacted, That this Act shall take effect
June 1, 1966.

CHAPTER 744
(House Bill 639)

AN ACT to add new Section 169A to the Code of Public Local Laws of
Charles County (1959 Edition, being Article 9 of the Code of
Public Local Laws of Maryland), title "Charles County," subtitle
"Land Records," to follow immediately after Section 169 thereof,
to provide that only instruments prepared and presented by an
attorney, his employee or a person named on such instrument shall
be accepted for recording among the Land Records of Charles
County.


Section 1. Be it enacted by the General Assembly of Maryland.

That new Section 169A be and it is hereby added to the Code of
