and shall not be spent for any other purpose nor shall such moneys
revert to general funds. In order to assist it in the planting of
shells and seed oysters, the Department of [Tidewater Fisheries]
Chesapeake Bay Affairs or its successors shall have the licensed
oystermen select a committee for each tidewater county of this
State of five representative licensed oystermen, who earn their
livelihood by catching oysters. In the planting of shells or seed oys-
ters in any area, or in the closing or reservation of any area under
the provisions of this section,
the Department of [Tidewater Fish-
eries] Chesapeake Bay Affairs or its successors shall confer with and
procure the advice of the committee of oystermen for the county
adjacent or nearest to the tonging area to be planted, closed or
reserved. A similar advisory committee of five licensed dredgers
shall be selected to confer and advise in the propagation of oysters
in the dredging areas. In the event that the licensed oystermen of
any county have not, within thirty (30) days after December 1,
1961, filled the initial appointments to the advisory committees
provided for hereunder, such initial appointments shall be made by
the Department. Where an initial appointment has been made, but
a vacancy has occurred because of the member's inability or un-
willingness to serve, and such vacancy is not filled by the licensed
oystermen of the particular county within thirty (30) days after the
vacancy has occurred, the Department shall make the necessary ap-
pointments to fill each vacancy. Upon the selection of the members
of the committees of tongers and dredgers provided for herein and
upon the filling of any vacancy in any of the committees, the De-
partment shall promptly notify the members of the General As-
sembly from the county of the names of the committee members se-
lected or appointed to fill a vacancy in said county.

[(k)] (h) The Department of [Tidewater Fisheries] Chesa-
peake Bay Affairs
is authorized to set aside for each public tidewater
high school not more than five acres of submerged barren tidewater
lands to be used for the sole purpose of experimental oyster farm-
ing or for the cultivation of other shellfish in conjunction with
regular scholastic conservation studies. The procedure of setting
aside said areas shall be as provided in subsection [(d)] (b) of this
section and the area so designated shall be marked in the manner
provided in Section 708, subsection (p) of this subtitle. Said high
schools may introduce and use modern methods of planting, harvest-
ing or marketing the fishery products so cultivated without regard
to any of the restrictive provisions set forth in this subtitle. If
after three years the subject school has not used the barren bottom
for their studies or if the studies are discontinued the lands shall
revert to the State.

All the acreage now in use by the high school students of Calvert
County shall continue under their custody under the provisions of
this bill.

[(1) The Commission of Tidewater Fisheries is authorized to
select and reserve as an oyster propagation demonstration area, for
the purpose of developing merchantable oysters, any or all of that
area known as Kedges Straits and the entrance thereto bounded as
follows: Beginning at Holland Bar Light, marking the entrance to
Kedges Straits; thence proceeding in a straight line in a south-
easterly direction to the Black Staff Beacon, marking the Bay side
entrance to Smith Island; thence along the stone jetty to Smith
