CHAPTER 702
(House Bill 1118)

AN ACT to repeal and re-enact, with amendments, Section 8-43 of
Article V of the Code of Public Local Laws of Frederick County
(1960 Edition, being Article II of the Code of Public Local Laws
of Maryland), title "Frederick County," subtitle "Finance and
Taxation," subheading "County Auditor," as last amended by
Chapter 825 of the Acts of 1963; requiring the county commis-
sioners to set up a system of bookkeeping in certain county offices
in Frederick County in substitution of the county auditor.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 8-43 of Article V of the Code of Public Local Laws of
Frederick County (1960 Edition, being Article II of the Code of
Public Local Laws of Maryland), title "Frederick County," subtitle
"Finance and Taxation," subheading "County Auditor," as last
amended by Chapter 825 of the Acts of 1963, be and it is hereby
repealed and re-enacted, with amendments, to read as follows:

8-43.

The county[auditor] commissioners shall, as soon as practicable
after entering upon the discharge of [his] their duties, prepare
and set up a system of bookkeeping or accounts, such as will not be in
conflict with the authority granted any other state department hav-
ing control or supervision over the records in the offices of the
county commissioners, the county treasurer, county board of educa-
tion, county roads board and sheriff. After the system of book-
keeping or accounts has been so set up, it shall be mandatory upon
the clerk of the county commissioners, the county treasurer, the
county board of education, the county roads board and the sheriff to
keep and maintain the books and accounts of their respective offices
in accordance with such system. All accounts or claims against the
county or any officer or agency of the county, unpaid and outstand-
ing on June thirtieth of any fiscal year, shall be filed on or before
July thirty-first of the following fiscal year. The reports of the
auditor shall show such claims.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1966.

CHAPTER 703
(House Bill 1151)

AN ACT to add new Section 232A to the Code of Public Local Laws
of Cecil County (1961 Edition, being Article 8 of the Code of Public
Local Laws of Maryland), title "Cecil County," to follow immedi-
ately after Section 232 thereof, and to be under the new subtitle
"Motor Vehicles," making it unlawful to cause or permit an un-
licensed junk motor vehicle or parts thereof to be left on private
properties in open view of persons on a nearby highway, relating
generally to the civil and criminal penalties applicable under this
