(House Bill 804)
AN ACT to repeal and re-enact, with amendments, Section 10 (3b)
of Article 21 of the Annotated Code of Maryland (1965 Supplement),
title "Conveyancing," subtitle "Conveyances in General," including
Charles County among those counties wherein straw deeds and
certain other deeds without consideration are exempt from the
requirement of payment of taxes prior to transfer of the property
on the assessment books or records.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 10 (3b) of Article 21 of the Annotated Code of Maryland
(1965 Supplement), title "Conveyancing," subtitle "Conveyances in
General," be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:

(3b) The provisions of subsection 10 (3) shall not apply in
Charles, Dorchester, Kent, Prince George's, Worcester, Carroll, and
Frederick counties to deeds executed as a mere conduit or for con-
venience in holding and passing title, known popularly as straw
deeds, or deeds which are supplementary instruments merely con-
firming, correcting or modifying previously recorded deeds, if there
is no actual consideration paid or to be paid for the execution of such
supplementary instrument.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1966.

AN ACT to repeal Sections 1 and 2, 4(a), (b), (c), (d), and 5 of
Article 66C of the Annotated Code of Maryland, 1957 Edition and
1965 Cumulative Supplement, title "Natural Resources," subtitle
"Board of Natural Resources," and to enact in lieu thereof new
Sections 1, 2, 4(a), (b), (c), (d), and 5 to stand in place of the said
sections so repealed, clarifying the duties of the Chairman and the
members of the Board of Natural Resources and clarifying the
powers and duties of the said Board and the publication of the
Maryland Conservationist.
Whereas, water, soil, plant and animal life, the atmosphere, and all
other natural resources are inseparably related; and
