ANY AREA OR PROPERTY, WHICH WAS ADDED TO THE
WASHINGTON SUBURBAN SANITARY DISTRICT INCLUDING
THOSE AREAS WHICH MAY BE ADDED BY ANY ACT OF THE
GENERAL ASSEMBLY OF MARYLAND IN 1966, WITH THE
PROVISO THAT NO AD VALOREM TAX SHALL BE LEVIED
THEREIN UNTIL THE WASHINGTON SUBURBAN SANITARY
COMMISSION COMMENCES, EXTENDS OR ACQUIRES A WA-
TER OR SANITARY SEWERAGE SYSTEM THEREIN AND
MAKES WATER OR SEWER SERVICE AVAILABLE TO THE
PROPERTIES IN SUCH AREA, IS INCLUDED IN THE SANI-
TARY DISTRICT FOR ALL PURPOSES EXCEPT AS A TAX-
ING DISTRICT UNTIL THE FULFILLMENT OF SUCH CON-
DITIONS. THIS SECTION IS INTENDED TO BE DECLARA-
TORY OF THE EFFECT OF THE SEVERAL ACTS WHICH
ADDED AN AREA OR PROPERTY TO THE SANITARY DIS-
TRICT UPON THE ABOVE-MENTIONED CONDITION, AND IS
NOT INTENDED IN ANY WAY TO BE AMENDATORY OF ANY
SUCH ACT.

Sec. 2. And be it further enacted, That if any word, phrase, clause,
sentence or other part or parts of this Act shall be held unconstitu-
tional by any court of competent jurisdiction, such unconstitution-
ally shall not affect the validity of the remaining parts of this Act.

Sec. 3. And be it further enacted, that this Act shall take effect
June 1, 1966.

CHAPTER 679
(House Bill 279)

AN ACT relating to the Washington Suburban Sanitary Commis-
sion, to repeal and re-enact, with amendments, Section 83-121 of
the Code of Public Local Laws of Prince George's County (1963
Edition), and Section 73-99 of the Montgomery County Code
(1960 Edition), being Articles 17 and 16, respectively, of the Code
of Public Local Laws of Maryland, titles "Prince George's County"
and "Montgomery County," subtitle "Washington Suburban Sani-
tary District," concerning the merit system and the exception of
certain employees and contracts services therefrom.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 83-121 of the Code of Public Local Laws of Prince
George's County (1963 Edition), being Section 73-99 of the Mont-
gomery County Code (1960 Edition) and being Articles 17 and 16,
respectively, of the Code of Public Local Laws of Maryland, titles
"Prince George's County" and "Montgomery County," subtitle
"Washington Suburban Sanitary District," be and it is hereby re-
pealed and re-enacted, with amendments, to read as follows:

83-121.

(73-99). Merit System; authorized.

The Washington Suburban Sanitary Commission, created by
Chapter 122 of the Acts of the General Assembly of Maryland of
