CHAPTER 671
(House Bill 500)

AN ACT to repeal Section 51 of Article 89 of the Annotated Code
of Maryland (1965 Supplement), title "Department of Labor and
Industry," subtitle "Planned Apprenticeship Standards and On-the-
Job Training Activities," and to enact new Section 51 in lieu
thereof, to stand in the place of the section repealed, to change
the composition of the State Apprenticeship and Training Council,
to provide for the members, their qualifications, appointment and
tenure.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 51 of Article 89 of the Annotated Code of Maryland
(1965 Supplement), title "Department of Labor and Industry," sub-
title "Planned Apprenticeship Standards and On-the-Job Training
Activities," be and it is hereby repealed, and that new Section 51
be and it is hereby enacted in lieu thereof, to stand in the place of
the section repealed, and to read as follows:

51.

(a)    The Apprenticeship and Training Council, hereby created,
shall consist of six regular members and one ex officio member, all
of whom shall be appointed by the Governor of Maryland with the
advice and consent of the Senate of Maryland. Three of the regular
members shall be representatives of employee organizations; three
shall be representatives of employers. The Commissioner of Labor
shall serve ex officio and shall vote only in case of a tie vote. The
State Director of Vocational Education and the State Supervisor of
the Bureau of Apprenticeship and Training, U. S. Department of
Labor, shall serve as consultants to the Council, without vote. The
Governor is authorized to appoint not to exceed three additional
consultants to the Council from the public at large.

(b)    The regular members of the Council shall be appointed as
follows: two of the original regular members shall be appointed
for a term of one year, two for a term of two years, and two for a
term of three years; except that expiration dates of all terms shall
be on June 30 of the appropriate year. After the initial terms here
provided, all appointments to the Council shall be for terms of four
years.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1966.

and (b) of Article 66C of the Annotated Code of Maryland (1957
