(7) Visiting any gambling house or house of ill fame not in the
course of his duty.
(8) Absence without leave.
(9) Sleeping on duty.
(10) Absence from duty without proper excuse.
(11) Ignorance of rules or orders.
(12) Neglect to pay any just debt contracted after appointment.
(13) Disclosing any proposed action or movement in the depart-
ment.
(14) Asking or accepting a bribe for performance of duty.
(15) Unnecessary use of revolver or club.
(16) Any other wilful or flagrant violation of rules and regula-
tions of the Sheriff's Office.
(17) Any conduct prejudicial to the best interests of the office
of the Sheriff.
Any member so suspended or removed may appeal to the Board of
Public Safety. The Board shall consider the facts and hear the parties
in the case and may affirm, modify, or repeal the action of the Sheriff,
as in the judgment of the Board will be most beneficial to the county
and most equitable to the appellant.
(k) The Sheriff shall carry and serve all legal papers issued by
the Trial Magistrate of Charles County. The Sheriff is empowered
to appoint special officers to aid in the policing of amusement places
and dance halls, but these special officers shall have no authority other
than on the premises to which they are specifically assigned. The
Board of Public Safety, subject to the approval of the Board of
County Commissioners, shall determine the number of special officers
from time to time.
(1) [The members of the Sheriff's office except the Sheriff shall
be subject to the provisions of a Merit System to be established by
the Board of Public Safety, and shall be removed only for cause and
after a hearing.]
(1) The Board of County Commissioners shall provide a Merit
or Classified Service System to which all of the members of the
Sheriff's office, except the Sheriff, shall be subject.
(2) The Board of County Commissioners shall adopt and pro-
mulgate and from time to time may amend and modify rules and
regulations concerning standards and qualifications for each position
within the Classified System, minimum and maximum salary sched-
ules, the employment examination and qualification of prospective
members, hours of employment, holidays, sick leave and vacation
allowance, and the County Commissioners shall make suitable provi-
sion for competitive examinations and for notice of vacancies in the
Classified Service.
(3) The rules and regulations also shall make provision for
emergency appointments for a period not to exceed four months
