(1965 Replacement Volume), title "Revenue and Taxes," subtitle
"State Department of Assessments and Taxation," be and it is hereby-
repealed and re-enacted, with amendments, to read as follows:
239.
The county [executive] council of Baltimore County, Maryland,
shall upon recommendation of the supervisor of assessments designate
one of the county assessors as assistant supervisor of assessments,
and Baltimore County, Maryland, shall be authorized and directed to
levy and pay said assistant supervisor of assessments an annual salary
as specified in standard salary grade XXXIV as established by the
personnel and salary advisory board of Baltimore County, Maryland,
from time to time, including increments for time served and longevity
specified for such grade, provided, however, that the portion of paid
salary to be paid by the State shall be limited to the amount prescribed
in the schedule set forth in Section 237 of this article, provided, how-
ever, that service prior to June 1, 1963, shall be taken into considera-
tion in determining the salary payable to such assistant supervisor of
assessments.
SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1966.

(House Bill 27)
AN ACT to repeal and re-enact, with amendments, Sections 2 (e),
23 (b), (c) and (d), 24 and 25 of Article 96A of the Annotated
Code of Maryland (1964 Replacement Volume and 1965 Supple-
ment), title "Water Resources," subtitles respectively "General
Provisions" and "Pollution Abatement," to revise the powers of
the Department of Water Resources, with regard to abatement of
pollution in the State, with regard to definitions therein, power of
the Department to review activities of other State Departments or
Agencies affecting the quality of waters and to cooperate with other
departments or agencies, to authorize the issuance of injunctions to
enforce orders of the Department or compliance with the water
pollution control laws, and relating to such injunctions and to
orders issued by the Department.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 2(e), 23 (b), (c) and (d), 24 and 25 of Article 96A of
the Annotated Code of Maryland (1964 Replacement Volume and 1965
Supplement), title "Water Resources," subtitles respectively "General
Provisions" and "Pollution Abatement," be and they are hereby re-
pealed and reenacted, with amendments, to read as follows:

(e) "Waters of the State" shall include both surface and under-
ground waters within the boundaries of the State or subject to its
