provisions of this Act, not exceeding the par value thereof, shall be
used exclusively for the following purposes, to wit:
(a) So much thereof as may be necessary, in addition to the pre-
miums realized from the sale, if any, for the cost of issuance, includ-
ing the expense of engraving, printing, advertising, attorney's fees,
and all other incidental expenses connected therewith; and
(b) The remainder of such proceeds shall be used for the ac-
quisition, by purchase, condemnation or any other legal means, of
land or property, or any rights therein, in the City of Baltimore, and
for constructing, erecting and equipping on said land or property,
or on any land or property now or hereafter owned by the Mayor
and City Council of Baltimore, new buildings, structures and facil-
ities to be used by the Police Department of Baltimore City for
or in connection with the headquarters of said Department and a
parking garage to house the vehicles of said Department, and for
doing any and all things necessary, proper or expedient in connec-
tion with or pertaining to any or all of the matters or things here-
inbefore mentioned.
Sec. 4. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and safety, and having been passed by a
yea and nay vote supported by three-fifths of the members elected to
each of the two Houses of the General Assembly of Maryland, the
same shall take effect from the date of its passage.

(House Bill 99)
AN ACT to authorize the Mayor and City Council of Baltimore to
create a debt, and to issue and sell its certificates of indebtedness
as evidence thereof, to an amount not exceeding one million dollars
($1,000,000.00), the proceeds derived from the sale of the certifi-
cates of indebtedness to be used for the purpose of extending,
improving and modernizing the lighting system used for the illumi-
nation of the highways, streets, alleys and other public ways in
the City of Baltimore, including, but not limited to, the conversion
of ornamental incandescent residential street lighting units and
facilities to mercury vapor OTHER units and facilities, and the
acquisition, installation and erection of any and all materials, equip-
ment, lighting units, structures and facilities needed to properly
illuminate the aforementioned public ways, and for doing any and
all things necessary, proper or expedient in connection with or per-
taining to any or all of the matters or things herein mentioned; au-
thorizing said municipality to submit an ordinance or ordinances
for said purpose to the legal voters of Baltimore City, and providing
generally for the issuance and sale of said certificates of indebted-
ness.
Section 1. Be it enacted by the General Assembly of Maryland,
