other fees collected by the clerks, and the remaining seven dollars
($7.00) of the fee shall be paid by the clerks monthly into the
general funds of the county or City of Baltimore, Except that in
Garrett County, the clerk shall pay five dollars ($5.00) of the remain-
ing seven dollars ($7.00) monthly into the general funds of the
county and forward the remaining two dollars ($2.00) to the Gar-
rett County Historical Society for its general use. In Allegany
County, the clerks, deputies or other clerks shall receive a fee of
twelve dollars ($12.00), which shall be allocated and disbursed as
follows: three dollars ($3.00) shall be retained by the clerks, seven
dollars ($7.00) shall be paid over to the general funds of Allegany
County; and two dollars ($2.00) shall be paid over by the clerks
quarterly on July 1, October 1, January 1, and April 1, of each
year to the Allegany County Historical Society for its general use.
No clerk, deputy or other clerk shall receive any other fee, remunera-
tion, or gift of any kind for performing a marriage ceremony not
authorized herein.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1966.

CHAPTER 88
(House Bill 98)

AN ACT to authorize the Mayor and City Council of Baltimore to
create a debt, and to issue and sell its certificates of indebtedness
as evidence thereof, to an amount not exceeding eleven million
six hundred thousand dollars ($11,600,000.00), the proceeds de-
rived from the sale of the certificates of indebtedness to be used
for the acquisition, by purchase, condemnation, or any other legal
means, of land or property, or any rights therein, in the City of
Baltimore, and for constructing, erecting, and equipping on said
land or property, or on any land or property now or hereafter
owned by the Mayor and City Council of Baltimore, new buildings,
structures and facilities to be used by the Police Department of
Baltimore City for or in connection with the headquarters of
said department and a parking garage to house the vehicles of
said department, and for doing any and all things necessary,
proper or expedient in connection with or pertaining to any or all
of the matters or things hereinbefore mentioned; authorizing said
municipality to submit an ordinance or ordinances for said pur-
pose to the legal voters of Baltimore City, and providing gen-
erally for the issuance and sale of said certificates of indebted-
ness.

Section 1. Be it enacted by the General Assembly of Maryland,
That (a) The Mayor and City Council of Baltimore be and it is
hereby authorized to create a debt, and to issue and sell its certifi-
cates of indebtedness (hereafter called "bonds") as evidence thereof,
to an amount not exceeding Eleven Million Six Hundred Thousand
Dollars ($11,600,000.00), the proceeds derived from the sale
thereof to be used for the purposes hereinafter mentioned, but said
debt shall not be created and said bonds shall not be issued, in
