(b) Such deposits need not be made by any person, who by peti-
tion under oath filed in such suit, matter or proceeding or action at
law, shall satisfy the judge thereof that the petitioner is not able to
make such deposit, and whose counsel shall certify that the peti-
tioner's said suit, matter, proceeding or action at law is meritorious,
in which event the court shall pass an order allowing process to be
issued and action taken without such deposit. Any wilful false
swearing in any oath or affidavit under the provisions of this subtitle
shall be punishable as perjury under the criminal laws of the State.
(c) Such deposits shall not be required to be made in proceedings
in the nature of an appeal to the common-law courts of Baltimore
City to have reviewed any decision of the Workmen's Compensation
Commission and in appeals from judgments rendered by the People's
Court.
[(d) This section shall be applicable only in Baltimore City, Anne
Arundel, Dorchester, Harford, Somerset, Wicomico and Worcester
counties.]
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1966.

AN ACT to repeal and re-enact, with amendments, Sections 28 (e),
433 and 434 (a) of Article 66½ of the Annotated Code of Mary-
land (1957 Edition and 1965 Supplement), title "Motor Vehicles",
subtitles, respectively, "Administration—Registration—Titling",
and "Safety Standards for Motor Vehicles", to change the amount
of the fee collected by the Department of Motor Vehicles for issu-
ing certificates of title for used vehicles subject to the provisions
of the safety standards law.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 28 (e), 433 and 434 (a) of Article 66½ of the An-
notated Code of Maryland (1957 Edition and 1965 Supplement),
title "Motor Vehicles", subtitles, respectively, "Administration—Reg-
istration—Titling", and "Safety Standards for Motor Vehicles", be
and they are hereby repealed and re-enacted, with amendments, to
read as follows:

(e) The Department shall collect for each certificate of title the
sum of one ($1.00) dollar, except that for vehicles required to be in-
spected as provided for in Sections 429 through 436, inclusive, of
this article the Department shall collect for each certificate of title
the sum of three dollars ($3.00), two dollars ($2.00) of which may
be used for the purpose of enforcing the provisions of Sections 429
through 436, inclusive, of this article.
