There is hereby established a program of State scholarships for
students enrolled in the Peabody Institute of Baltimore City.
(a) Beginning for the academic year 1967-68 and thereafter, one
student from each COUNTY AND EACH senatorial district of [the
State] Baltimore City, and each county, appointed according to the
provisions of Section 282 of this article, shall be educated by the
Institute free of charge for tuition.
(b) Beginning for the academic year 1968-69 and thereafter, six
students residing within the State, appointed according to the pro-
visions of Section 282 of this article without regard to [the senatorial
districts in which] where they individually may reside, shall be edu-
cated by the Institute free of charge for tuition.

There is hereby established a program of State scholarships for
students enrolled in Western Maryland College.
(a) Beginning for the academic year 1966-67 and thereafter, one
student from each COUNTY AND EACH senatorial district of [the
State] Baltimore City, and each county, appointed according to the
provisions of Section 282 of this article, shall be educated by the
College free of charge for tuition, room and board. Each student
accepting such an appointment shall pursue a course of study at the
College leading to a regular teacher's certificate in the public school
system of Maryland, and shall give bond to the State of Maryland,
according to the provisions of Section 284B of this article, that he
or she will teach in the public schools of the State for not less than
two years.
(b) Beginning for the academic year 1967-1968 and thereafter,
one student from each COUNTY AND EACH senatorial district of
[the State] Baltimore City, and each county, appointed according to
the provisions of Section 282 of this article, and beginning for the
academic year 1968-69 and thereafter, one additional student from
each COUNTY AND EACH senatorial district of [the State] Balti-
more City, and each county, appointed according to Section 282 of
this article, shall be educated by the College free of charge for
tuition.
(c) In the appointment of any scholarship referred to in this sec-
tion, Western Maryland College shall notify the appointing authority
whether the existing vacancy shall be filled by a male or female stu-
dent.
