Laws of Charles County (1965 Edition, being Article 9 of the Code
of Public Local Laws of Maryland), title "Charles County", sub-
title "County Commissioners", to follow immediately after Section
54 thereof; and to add new Section 52A to the Code of Public
Local Laws of St. Mary's County (1965 Edition, being Article 19
of the Code of Public Local Laws of Maryland), title "St. Mary's
County", subtitle "County Commissioners", to follow immediately
after Section 52 thereof, to establish a tri-county council in Cal-
vert, Charles and St. Mary's Counties; to provide its membership,
prescribe its duties and provide for its funding.
Whereas, By Executive Order dated May 14, 1965, the Tri-County
Council for Southern Maryland (formerly Tri-County Committee
for Community Action) was acknowledged as the cooperative plan-
ning and development agency in Southern Maryland, representing
the counties of Calvert, Charles and St. Mary's for certain purposes;
and
Whereas, The representatives of Calvert, Charles and St. Mary's
to the General Assembly of Maryland wish to permanently establish
the Tri-County Council for Southern Maryland by legislative act;
now, therefore,
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 123½ be and it is hereby added to the Code of
Public Local Laws of Calvert County (1963 Edition, being Article 5
of the Code of Public Local Laws of Maryland), title "Calvert
County", subtitle "County Commissioners", to follow immediately
after Section 123 thereof, and to read as follows:
123½.
(a) There is hereby established a tri-county body to be known
as the Tri-County Council for Southern Maryland to represent the
counties of Calvert, Charles and St. Mary's. Membership in the
Council will consist of the State Senators and Delegates representing
Calvert, Charles and St. Mary's Counties in addition to four addi-
tional members from each county to be elected by the Council and
to include a representative of the County Commissioners of the
County Planning and Zoning Commission and of the County Eco-
nomic Development Commission. Additionally, the Maryland Depart-
ment of Economic Development and the Maryland State Planning
Department shall each be represented on the Council by one non-
voting member.
(b) The Council shall operate as a cooperative planning and
development agency within the representative counties to foster the
economic and social development of the tri-county area and utilize
effectively the assistance provided by the State. It shall initiate and
coordinate plans and projects for the development of human and
economic resources of the Southern Maryland region as a Southern
Maryland planning and development agency.
(c) The Council will cooperate with the State departments and
agencies concerned, particularly including, but not limited to the
Department of Economic Development, the State Planning Depart-
ment, the State Office of Economic Opportunity, the State Roads
Commission and the Department of Forests and Parks, and submit
