(a) Kinds of numbers to be used and how to be displayed on
boats; the numbering to conform to the federal numbering system.

(b) Issuance of certificates of title and [cards of identification
for owners] certificates of Boat Number.

(c) Instructions for making reports and handling of personnel

and boats in cases of accidents.

(d) Providing for abandonment, destruction, sale, or transfer
of ownership.

(e) Change of address of owner.

(f) Use of boats from other jurisdictions on Maryland waters.

(g) Issuance of [numbers] certificates of number for boats


using Maryland waters for more than 90 days. Provided, however,

that for the purposes of this subsection where such a vessel is in
Maryland between November 1 and April 1 solely for the purposes

of wet or dry storage and/or repairs, the length of time that such

vessel is in Maryland for such purposes shall not be counted for
determining the length of time such vessel is in Maryland.

(h) Issue regulations not inconsistent with federal law govern-
ing safety equipment and operations.

(i) Establish in cooperation with local governments and federal
authority regulations for special events or to meet emergency situa-

tions.

(j) Issuance of certificates of number to owners of fleets of

boats for hire or rent [, or for use on boats by manufacturers of

sales agencies for demonstration purposes]. Such certificates of

number shall be issued for not more than one year and shall expire

on December 31st of the year in which issued. The annual fee for

such a certificate of number shall be $2.00.

4A.

(A)    EXCEPT AS PROVIDED IN SECTION 4B, EVERY
OWNER OF A VESSEL PRINCIPALLY USED UPON THE
WATERS OF MARYLAND AND REQUIRED TO BE NUM-
BERED BY THIS STATE AS SET FORTH IN SECTION 5 OF
THIS ARTICLE SHALL MAKE APPLICATION TO THE DE-
PARTMENT FOR A CERTIFICATE OF TITLE FOR THE VES-
SEL.

(B)    EXCEPT AS PROVIDED IN SECTION 4B, THE DE-
PARTMENT SHALL NOT ISSUE OR RENEW A CERTIFICATE
OF NUMBER TO ANY VESSEL REQUIRED TO BE REGIS-
TERED AND NUMBERED IN THIS STATE UNLESS A CER-
TIFICATE OF TITLE HAS BEEN ISSUED BY THE DEPART-
MENT TO THE OWNER.

4B.

A PERSON WHO, ON JULY 1, 1965, IS THE OWNER OF A
VESSEL WITH A VALID CERTIFICATE OF NUMBER ISSUED
BY THIS STATE IS NOT REQUIRED TO FILE AN APPLICA-
TION FOR A CERTIFICATE OF TITLE FOR SUCH VESSEL
UNLESS AND UNTIL HE TRANSFERS ALL OR ANY PART OF
