CHAPTER 634
(Senate Bill 616)

AN ACT to add new Section 68A to Article 77 of the Annotated Code
of Maryland (1957 Edition and 1964 Supplement), title "Public
Education", sub-title "Chapter 5. County Board of Education",
to follow immediately after Section 68 thereof to provide for
special rules relating to the school budget in Anne Arundel
County and its submission to the County Executive.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 68A be and it is hereby added to Article 77 of the
Annotated Code of Maryland (1957 Edition and 1964 Supplement),
title "Public Education", sub-title "Chapter 5. County Board of
Education", to follow immediately after Section 68 thereof, and to
read as follows:

68A.

In Anne Arundel County, the following provisions shall apply not-
withstanding anything to the contrary in this article. The annual
school budget shall be submitted to the County Executive, in such
form as is required by the Anne Arundel County Charter, not less
than one hundred twenty days prior to the end of the fiscal year of
said County. The County Executive shall indicate in writing what
item or items of the Annual Budget of the County Board of Educa-
tion have been denied in whole or in part, and the reasons for the
denial in whale or in part of the respective items. The County
Council may, in their discretion, restore any or all items denied by
the County Executive in the said budget submitted by the Board of
Education. Should the County Council appropriate to the County
Board of Education a sum greater than the 40¢ levy aforesaid, it
may, but need not, establish a separate school levy or tax.

Sec. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the imme-
diate preservation of the public health and safety, and having been
passed by a yea and nay vote supported by three-fifths of the mem-
bers elected to each of the two houses of the General Assembly, the
same shall take effect from the date of its passage.

CHAPTER 635
(Senate Bill 630)

AN ACT to authorize the creation of a State debt in the aggregate
amount of Fifty Million Dollars ($50,000,000.00), the proceeds
thereof to be used to supplement the financing of the construction
of public school buildings and public school facilities by each of
the counties in this State and by the Mayor and City Council of
Baltimore; the acquisition of such real estate or interest in lands
as may be necessary in connection therewith by each of the
