the thirty (30) day period notify the applicant in writing that the
license is denied or withheld and stating the specific reasons for such
action as well as the changes that must be made in order to obtain
such license. The Board shall issue the license immediately upon com-
pliance by the applicant with the changes required by the Board, or
the Board may issue the license upon reasonable assurance by the
applicant that the required changes will be made.
After June 1,1951,
no new frozen food processing plant shall be licensed unless so located
or constructed that the waste, liquids, drainage and inedible products
can be readily removed from the premises and immediate surround-
ings, or stored or destroyed, without constituting a nuisance or objec-
tionable sanitary condition.

207. The State Board of Health and Mental Hygiene shall have the
power to deny or withhold the issuance of or to revoke or suspend
any license issued under the provisions of this sub-title, provided be-
fore denying, withholding, revoking or suspending any license the
[State] Board [of Health] shall have given written notice to the
applicant or licensee affected, stating that it contemplates the denial,
withholding,
revocation or suspension of the same and giving its
reasons therefor. Such notice shall appoint a time of hearing before
said [State] Board [of Health] and shall be sent by registered mail
to applicant or licensee. On the date of the hearing the applicant or
licensee may present such evidence to the said [State] Board [of
Health] as he deems fit, and after hearing all the evidence the
[State] Board [of Health] shall decide within fifteen (15) days the
question in such a manner as to it appears just and right and shall
inform the applicant or licensee immediately thereafter of its de-
cision.
Any applicant for a license, or any license holder who shall
feel aggrieved by the action of the [State] Board [of Health] in
failing to issue or in revoking or suspending such license, may take
an appeal therefrom to any court having equity jurisdiction in the
county in which the property identified by the application or license
is located, or to a court having such jurisdiction in the City of Balti-
more if said property is located in said city. Such appeal shall be
heard by such court as promptly as circumstances will reasonably
permit. Such hearing may be had upon the record so transmitted but
the court may hear such additional evidence as it may deem proper,
and upon the conclusion of such hearing the court may affirm, vacate
or modify the order appealed from. Either party to said proceeding
may appeal from the decision of such court to the Court of Appeals
of Maryland.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.
