be fixed by the liquor control board, subject to the approval of the
County Commissioners. The County Commissioners shall also review
the adequacy of the fidelity bonds required of the employees by the
liquor control board for the protection of the county.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.

AN ACT to add new Section 5A to Article 88A of the Annotated
Code of Maryland (1964 Replacement Volume), title "State De-
partment of Public Welfare", sub-title "In General", to follow
immediately after Section 5 thereof, providing for the establish-
ment of a central registry for the purpose of locating deserting
or absent parents of children who are, or are likely or liable to
be, recipients of public assistance or foster care, authorizing
departments, boards, commissions, bureaus and other State agen-
cies and political subdivisions to furnish requested information
and limiting the use of said information to authorized representa-
tives of the State and local Departments of Public Welfare and
other persons having a right thereto in their official capacity.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 5A be added to Article 88A of the Annotated Code of
Maryland (1964 Replacement Volume), title "State Department of
Public Welfare", sub-title "In General", to follow immediately after
Section 5 thereof and to read as follows:
5A. The State Department of Public Welfare shall establish a
central registry of records containing all available identifying infor-
mation of parents who have deserted or appear to have deserted,
children who are likely, or liable to be, recipients of public assist-
ance or foster care. To effectuate the purposes of this section, the
department may request and shall receive from departments, boards,
bureaus, commissions, and other agencies of the State or any of its
political subdivisions, and the same are authorized to provide, such
information, assistance and data as will enable the department to
locate these deserting or absent parents and to enforce their liability
for the support of their children. Any records established pursuant
to the provisions of this section shall be available only to authorized
representatives of the State and local Welfare Departments, and
other persons having a right thereto in their official capacity.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.
