(C) THE COUNTIES AND THE MUNICIPALITIES OF THE
STATE ARE HEREBY AUTHORIZED TO APPROPRIATE GEN-
ERAL FUNDS TO PARTICIPATE IN THE PROGRAM AUTHOR-
IZED BY THIS SECTION.
(D) IN THE EVENT A SPECIAL GOVERNMENTAL AGENCY
IS CHARGED WITH PROVIDING SANITARY FACILITIES
WITHIN A COUNTY OR MUNICIPALITY, THE LOCAL AND
STATE GENERAL FUNDS CITED IN THIS SECTION MAY BE
AVAILABLE TO SUCH AGENCY FOR THE PURPOSES AU-
THORIZED BY THIS SECTION.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.

AN ACT to repeal and re-enact, with amendments, Section 31 (a) of
Article 88B of the Annotated Code of Maryland (1957 Edition and
1964 Supplement), title "State Police", sub-title "Pensions", amend-
ing the salary base applicable to computation of pensions to retired
members. AND SECTION 34 OF ARTICLE 88B OF THE AN-
NOTATED CODE OF MARYLAND (1964 REPLACEMENT
VOLUME), TITLE "STATE POLICE", SUB-TITLE "PEN-
SIONS", TO CHANGE THE MINIMUM AMOUNT OF BENE-
FIT PAYABLE TO RETIRED MEMBERS AND SURVIVORS
OF MEMBERS OF THE STATE POLICE.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 31 (a) AND 34 of Article 88B of the Annotated Code
of Maryland (1957 Edition and 1964 Supplement), (1964 REPLACE-
MENT VOLUME), title "State Police", sub-title "Pensions", be and
it is THEY ARE hereby repealed and re-enacted, with amendments,
to read as follows:
31.
(a) Whenever any of the employees of the Department of Mary-
land State Police, who have elected not to become members of the
State Police Retirement System of the State of Maryland, and any
of the license examiners of the Commissioner of Motor Vehicles shall
have given meritorious service as such employee for a period of
fifteen continuous years, and shall have reached the age of 55 years,
excepting the physician of the Department who shall have reached
the age of 65 years, such employees shall be eligible for retirement
forthwith upon his voluntary application or may be retired by the
Superintendent of the Department of Maryland State Police. Such
employees shall retire forthwith upon reaching the age of 64, except-
ing the physician of the Department who shall be retired forthwith
upon reaching the age of 70. In all retirements under the provisions
of this section the employee in question shall be paid during the re-
mainder of his natural life a salary or pension, payable monthly,
