more, to provide the Commission with funds necessary for the
maintenance, operation, and development of park land so acquired.

(d) Taxes authorized in Montgomery and Prince George's Coun-
ties. The County Council of Montgomery County and the County
Commissioners of Prince George's County are authorized in their
discretion to levy an ad valorem tax not exceeding [five cents (5¢)]
seven cents (7¢) in Prince George's County and seven cents (7¢)
in Montgomery County annually, in addition to all other taxes now
levied, for the benefit of and on behalf of the Commission, upon all
of the property within the Metropolitan District now assessed for
County taxation purposes, as the Metropolitan District is now de-
fined or may hereafter be defined at the time of the levy, excepting
therefrom that portion of Montgomery County designated as the
Upper Montgomery County Metropolitan District by Section 22A
of this sub-title. The County Council and the County Commissioners
are authorized to pay the aggregate amount collected by said tax to
the Commission as they now pay other funds collected by taxation
for the benefit of the Commission. The proceeds of the tax shall
be expended by the Commission for the acquisition, maintenance,
development, and operation of the park systems in the counties, as
well as the debt service required by its outstanding bonds or bonds
issued in the future. The Commission shall expend or disburse that
proportion of said tax collected from Montgomery County within
Montgomery County and that proportion collected from Prince
George's County within Prince George's County.

Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency law and necessary for the immediate preservation
of the public health and safety, and being passed by a yea and nay
vote, supported by three-fifths of all the members of the two houses
of the General Assembly, the same shall take effect from the date of
its passage.

CHAPTER 605
(House Bill 216)

AN ACT relating to The Maryland-National Capital Park and Plan-
ning Commission and the Maryland-Washington Regional District;
to amend Section 93(a) and (d) of Chapter 780 of the Laws of
1959, the purpose of this Act being to clarify the procedure
governing the submission of the Commission's administrative
budget, requiring Commission certification of administrative costs
in connection with the levy of the administrative tax and to re
-
move INCREASE the ceiling placed on the administrative tax in
Prince George's County, AND IN MONTGOMERY COUNTY.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 93 of Chapter 780 of the Laws of 1959 is hereby amended
by the amendments of subsection (a) and (d) to read as follows:
