BOARD OF TRUSTEES IS LESS THAN THE NUMBER OF ITS
SCHOOL BOARD MEMBERS, THE BOARD OF EDUCATION
FOR SUCH COUNTY SHALL ELECT FROM ITS MEMBERSHIP
THOSE WHO SHALL SERVE ON THE BOARD OF TRUSTEES.
(c) The board of trustees of each regional community college shall
annually elect a chairman from among its membership. AND SHALL
SELECT SOME QUALIFIED PERSON OR PERSONS AS SEC-
RETARY OF THE BOARD AND TREASURER OF THE BOARD.
(d) The county superintendent of schools (or, as to Baltimore
City, the superintendent of public instruction) of each political sub-
division within the region shall BE EX OFFICIO MEMBERS AND
SHALL attend all meetings of the board of trustees of the regional
community college BUT SHALL HAVE NO VOTE, and shall serve
one year terms as secretary of the board and treasurer of the board
on a rotating basis. The first such secretary and treasurer shall be
determined by lot.
(e) Except to the extent that they are inconsistent with the pro-
visions of this section, all other provisions of this sub-title shall
apply to regional community colleges.
Sec. 2. And be it further enacted, That Sections 301, 303, 304
(a), 304 (c), and 304 (d) of Article 77 of the Annotated Code of
Maryland (1957 Edition, 1964 Supplement), title "Public Educa-
tion", sub-title "Chapter 31. Community Colleges", be and they are
hereby repealed and re-enacted, with amendments, to read as follows;:

For the purposes of this sub-title:
(a) A [a] community college is defined as an institution of higher
education, offering at least one two-year program of post high school
education and performing one or more of the following functions:
(1) Offering terminal vocational, technical and semiprofessional
programs;
(2) Offering terminal nontechnical programs; or
(3) Offering the equivalent of freshman and sophomore years of
college work.
(b) A regional community college is defined as a community col-
lege established for and supported by two or more counties or one
or more counties and Baltimore City. "Community college", as used
in this sub-title, shall be construed to include any regional commu-
nity college, unless by context a contrary construction is clearly
intended.

The mayor and city council of Baltimore and the county commis-
sioners or county council of any county [in] for which a community
college or regional community college is established by the board
of education or board of school commissioners under this sub-title
have the right and power to appropriate funds to meet the cost of
establishment, current expenses, purchase of land, construction of
capital improvements, and the maintenance thereof. In addition, the
