in such two-year program or the Commission shall with such
approval substitute projects in such two-year construction program
for projects included in the official "needs study" program of the
Commission. Such substitution, however, shall not be made on a
mileage basis but shall be made on a project cost or part of a project
cost basis as such cost is set forth in the document entitled "High-
way Construction Program, Fiscal Years 1965 through 1970". When
such two-year programs have been approved by Commission resolu-
tion and forwarded to the above designated persons or groups and
after such substitutions, if any, such programs shall become the
Commission's official construction program for the period aforesaid
and the Commission is directed to adhere to the construction pro-
grams and schedules as set forth therein [.] , provided, however,
that in
ANNE ARUNDEL, FREDERICK, Baltimore, Montgomery
and Prince George's Counties after such approval of any two-year
construction or reconstruction program, if a request is made by a
majority of the members of the House of Delegates from any such
county and a majority of the members of the governing body ap-
proved by the State Senator from any such county, the Commission is
authorized to substitute any project or projects for another project or
projects included in the official "needs study" program of the Com-
mission, such substitution to be made, however, on an estimated cost
or dollar basis and not on a mileage basis.
If the Commission is unable
to complete, because of lack of funds, any of the projects listed in such
two-year programs, or the programs provided for in Sections 211K
and 211L of this sub-title, the counties in which projects are not
completed shall not lose the total dollar value of such contracts. The
loss, should such loss occur, shall be prorated equitably between the
several counties of the State over the six-year period after June
1, 1964.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.

CHAPTER 485
(Senate Bill 422)

AN ACT to authorize and empower the County Commissioners of
Allegany County, Maryland, to borrow an amount not to exceed
three hundred twenty-five thousand dollars ($325,000.00), and to
issue bonds, promissory notes or other certificates of indebtedness
therefor, for the purpose of acquiring land and the construction,
expanding, renovating, or altering certain existing public school
facilities, and the equipment needed for the operation of said public
school facilities in Allegany County and matters incident thereto.

Section 1. Be it enacted by the General Assembly of Maryland,

That the County Commissioners of Allegany County, a body cor-
porate, in order to provide funds for the purpose of acquiring land
and the construction, expanding, renovating, or altering certain
existing public school facilities, and equipment needed for operation
