for which such property is currently subject to a front foot benefit
assessment as elsewhere in this subtitle provided.
424.
Front foot benefit assessments, water and sewer system upkeep
charges, connection charges, drainage charges and other charges
which the Commission is empowered to make shall be liens upon
the property served or benefited and, in addition to being enforced
by actions at law, may be enforced by a bill in equity against the
property so served or benefited. The liens shall be subject only to
liens for State and county taxes. Such charges shall be due when
made and after sixty (60) days from that date shall bear interest
at the rate of one-half per centum (½%) per month. Neither the
due dates nor the interval between such dates need be uniform
throughout the sanitary district.

(4) That in exercising the powers granted by this subtitle, the
Harford County Metropolitan Commission shall not be subject to
the provisions of any planning regulations or zoning ordinances
enacted under the provisions of Article 66B of the Annotated Code
of Maryland.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.

(House Bill 1127)
AN ACT to repeal and re-enact, with amendments, Section 45B of
Article 7 of the Code of Public Local Laws of Maryland (1930
Edition), title "Carroll County," subtitle "County Commissioners,"
as added by Chapter 726 of the Acts of 1957; to increase the
maximum amount of annual appropriation by the County Com-
missioners of Carroll County toward the expenses of certain
medical students.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 45B of Article 7 of the Code of Public Local Laws of
Maryland (1930 Edition), title "Carroll County," subtitle "County
Commissioners," as added by Chapter 726 of the Acts of 1957, be
and it is hereby repealed and re-enacted, with amendments, and to
read as follows:
45B.
The County Commissioners of Carroll County are authorized to
levy and pay [the sum of] [Five Hundred Dollars ($500.00)] not
more than One Thousand Dollars ($1,000.00) per year towards the
cost of tuition, board, books and other expenses for each of not
more than three students of medicine from Carroll County to be
