trustees. All trustees shall be notified by the director in writing of
the time and place of all meetings at least seven days in advance of
such meeting, except that meetings may be held on shorter notice if
all trustees shall agree. [Nine] Six trustees shall constitute a
quorum. In the event that at any time there is no director of the
Trust, his duties and powers shall devolve upon the chairman.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.

CHAPTER 306
(House Bill 538)

AN ACT to add new Sections 360, 361, 362 and 363 to Article 41 of
the Annotated Code of Maryland (1957 Edition and 1964 Supple-
ment), title "Governor-Executive and Administrative Depart-
ments" and to follow immediately after Section 359 thereof and
be under new subtitle "State of Maryland Office of Economic
Opportunity," creating the State of Maryland Office of Economic
Opportunity defining its general purposes, duties, functions and
powers; authorizing the Governor to appoint an Executive Di-
rector of said Office of Economic Opportunity, to be Chief
Administrative and Executive Officer thereof, subject to conditions;
outlining and defining the role of the office with reference to
economic opportunity for the citizens of the State of Maryland;
empowering said office to receive and accept services, equipment,
supplies, materials and funds by way of gift or grant for purposes
of economic opportunity or the advancement thereof under any
federal or State program or legislation and relating generally to
the State of Maryland Office of Economic Opportunity.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 360, 361, 362 and 363 be and the same are hereby
added to Article 41 of the Annotated Code of Maryland (1957 Edi-
tion and 1964 Supplement), title "Governor-Executive and Admin-
istrative Departments" to be under the new subtitle, "State of Mary-
land Office of Economic Opportunity," said new Sections to follow
immediately after Section 359 thereof, and all to read as follows:

State of Maryland Office of Economic Opportunity
360.

The Office of Economic Opportunity is hereby created for the
general purpose of administering in the State of Maryland the
Federal Economic Opportunity Act of 1964 (PL 88-452), of creat-
ing and participating in various areas and types of youth and work
training programs; urban and rural community action programs;
special programs to combat poverty in rural and urban areas; em-
ployment and investment incentive programs; work experience pro-
grams and of combating unemployment and assisting in the education,
training and economic betterment of citizens of the State of Maryland.
