members of the board shall receive an annual salary of six thousand
five hundred dollars ($6,500.00). [The board shall appoint an execu-
tive secretary who shall be a resident of Baltimore City and whose
salary shall be fixed by the board, subject to the approval of the
board of estimates of Baltimore City.] The board shall appoint an
Executive Secretary whose salary shall be fixed by the board, subject
to approval by the State Comptroller. The Executive Secretary shall
be of high character and integrity. He shall be appointed upon the
basis of his executive skill and ability and once appointed shall
hold office during good behavior regardless of changes in members
constituting the board. He shall be removed only for incompetency
or immorality upon charges furnished in writing by the board
setting forth the grounds for dismissal and after opportunity for
hearing.
Sec. 2. And be it further enacted, That as of June 1, 1965, the
Executive Secretary of the Board of License Commissioners of
Baltimore City, if he has been in this position for at least six months
prior to June 1, 1965, shall become the Executive Secretary pro-
vided for under this Act. Thereafter, he shall be subject to the
provisions of this Act as they may be amended from time to time.
Sec. 3. And be it further enacted, That this Act shall take effect
June 1, 1965.

CHAPTER 300
(House Bill 1189)
AN ACT to create a Cecil County Governmental Study Commission
to study the governmental structure of Cecil County, to provide
for the appointment and qualifications of its members, to require
it to report promptly, and to provide funds for the purposes of
the Commission.
Whereas, Cecil County has experienced significant changes in re-
cent years, and
Whereas, Many proposals have been advanced for a change in the
present structure or form of government; and
Whereas, It is realized that basic changes in government should
not be entered into lightly but should be made for generations; and
Whereas, It is deemed desirable to have a study made first to de-
termine what changes, if any, in the structure or form of the County
government should be made to best satisfy these needs and to prepare,
if possible, specific recommendations as to the actual content of any
modification of the present structure or of the new instrument of
government; now, therefore
Section 1. Be it enacted by the General Assembly of Maryland,
as follows:
