AN ACT to repeal and re-enact, with amendments, Section 8-42 of
the Code of Public Local Laws of Frederick County (1959 Edition,
being Article 11 of the Code of Public Local Laws of Maryland),
title "Frederick County," subtitle "Part I. General Local Laws,"
subheading "Chapter 8. Finance and Taxation," as last amended by
Chapter 825 of the Acts of 1963, to remove requirement that the
County Commissioners of Frederick County request bids for and
appoint the lowest qualified bidder as County Auditor for Frederick
County.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 8-42 of the Code of Public Local Laws of Frederick
County (1959 Edition, being Article 11 of the Code of Public Local
Laws of Maryland), title "Frederick County," subtitle "Part I.
General Local Laws," subheading "Chapter 8. Finance and Taxation,"
as last amended by Chapter 825 of the Acts of 1963, be and it is hereby
repealed and re-enacted, with amendments, to read as follows:
8-42.
The county commissioners shall, on or before the first day of July
appoint a certified public accountant, duly licensed under the laws
of the state, of good standing and experienced in county auditing, who
shall be designated as the auditor for the county and who shall hold
office for one year from the date of appointment. [The county com-
missioners shall request bids of three or more certified public ac-
countants, qualified as heretofore provided, and shall appoint the
lowest qualified bidder.] The county commissioners shall fill any
vacancies that may occur in such office within ten days after the same
is known to exist. The auditor so appointed shall, before entering
upon the discharge of his duties, take before the clerk of the circuit
court of the county the path prescribed by the constitution of the state.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.

AN ACT to repeal and re-enact, with amendments, Section 117 (a)
of Article 2B of the Annotated Code of Maryland (1964 Supple-
ment), title "Alcoholic Beverages," subtitle "Restrictions Upon
Licensees," to prohibit employment of minors under 21 years of
age by retail alcoholic beverage licensees in Carroll County for the
purpose of selling, delivering or dealing with alcoholic beverages.
Section 1. Be it enacted by the General Assembly of Maryland,
