Cloud Seeding

110A. (a) In or over any part of the State, for a period begin-
ning with the effective date of this section and ending on September
1, 1967, it is unlawful for any person to engage in any form of cloud
seeding or any other artificial form of weather modification.

(b)  It is unlawful for any person during the period in sub-section
(a) of this section to use any ground generator for the purposes of
weather modification.

(c)  Violation of this section is punishable upon conviction by fine
not to exceed $1,000 or by imprisonment not to exceed three years or
by both fine and imprisonment.

Sec. 2. And be it further enacted, That this Act is effective for the
period from the date of its effectiveness until September 1, 1967 and
after that date it automatically expires without any further action by
the General Assembly.

Sec. 3. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety, and having been passed
by a yea and nay vote supported by three-fifths of the members
elected to each of the two houses of the General Assembly, the same
shall take effect from the date of its passage.

CHAPTER 193

(Senate Bill 627)

AN ACT to add a new Section 108A to Article 6 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Caroline
County", sub-title "County Commissioners", to follow immediately
after Section 108 thereof, to create a Caroline County govern-
mental study commission to study the governmental structure of
Caroline County, providing for the appointment and qualifications
of its members, making provision for the commission's report,
providing funds for the use of the committee, and relating gen-
erally to the Caroline County governmental study commission and
to the powers and duties of certain other officials in relation
thereto.

Whereas, although not rapid or dramatic, certain changes in the
growth and development of Caroline County have occurred in recent
years and may be expected to continue in the future at a more rapid
pace, and

Whereas, reapportionment of the State Legislature appears immi-
nent, with a resulting reduction in the voice now enjoyed by small
counties in the affairs of that body, and

Whereas, passage of legislation establishing code counties and
increasing the general powers of the County Commissioners of the
various counties seems certain, and
