PUBLIC LIBRARY or youth center sponsored or conducted by any
governmental agency. Measurement of the required distance shall be
made from the nearest point of the building of the proposed estab-
lishment for which said license is requested to the nearest point of
the building of the school, church, or other place of worship, PUBLIC
LIBRARY or youth center. Nothing in this section shall apply to
or affect or prohibit, in any manner, the renewal or transfer of any
license of any establishment where subsequent to the original grant-
ing of said license a school, church, other place of worship, PUBLIC
LIBRARY or youth center was erected within seven hundred and
fifty feet of said establishment, or where the said license is in effect
for said establishment on June 1, 1965.

(b) The hours during which the privileges conferred by a Class
B beer license may be exercised shall be from 6 o'clock A.M. to
12 o'clock midnight, except in Montgomery County there shall be
no sale before [11] 9 o'clock A.M.

(b) The hours during which the privileges conferred by a Class B
beer and light wine license may be exercised shall be from 6 o'clock
A.M. to 12 o'clock midnight. Provided that in Baltimore City and in
Baltimore County the hours shall be from 6 o'clock A.M. to 2 o'clock
A.M. on the day following, except in Montgomery County there
shall be no sale before [11] 9 o'clock A.M.
Sec. 2. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety, and having been passed
by a yea and nay vote supported by three-fifths of the Members
elected to each of the two houses of the General Assembly, the same
shall take effect from the date of its passage.

AN ACT to repeal and re-enact, with amendments, Subsections (a)
and (c) of Section 82, Chapter 780 of the Laws of Maryland
1959, being Subsections (a) and (c) of Section 72-89, title
"Commercial Licenses in Residential Zones; Non-Conforming
Uses Generally," Montgomery County Code 1960, to provide for
the issuance of any license or permit in a residential zone for
land or buildings for which special exceptions have been or may
be granted, and to provide for the issuance and renewal of
alcoholic beverage licenses for lawful non-conforming uses. WITH
THE PROVISION THAT SUCH ALCOHOLIC BEVERAGE
LICENSES HAVE BEEN HERETOFORE ISSUED.
Section 1. Be it enacted by the General Assembly of Maryland,
