the franchise taxes imposed in this subtitle and not inconsistent with
the provisions of this subtitle.
(I) IF ANY LAW IS INTERPRETED AS HAVING GRANTED
A COUNTY, MUNICIPALITY OR OTHER POLITICAL SUB-
DIVISION THE AUTHORITY TO IMPOSE ANY TAX UPON
BUILDING, SAVINGS AND LOAN ASSOCIATIONS OTHER
THAN THE REGULAR TAX UPON REAL PROPERTY, SAID
LAW IS HEREBY REPEALED TO THE EXTENT OF SUCH
GRANT OF AUTHORITY FROM AND AFTER JANUARY 1,
1966, AND FROM AND AFTER SAID DATE NO COUNTY,
MUNICIPALITY OR OTHER POLITICAL SUBDIVISION IN
THIS STATE SHALL HAVE THE POWER TO IMPOSE ANY
TAX UPON SAVINGS BANKS OR UPON BUILDING, SAVINGS
AND LOAN ASSOCIATIONS OTHER THAN THE POLITICAL
SUBDIVISION'S REGULAR TAX UPON REAL PROPERTY.

(d) Every domestic building, savings and loan or homestead asso-
ciation, every savings bank, as defined in Section 128 of this Article,
and every credit union shall pay annually for the use of the State, in
addition to any other tax imposed by law, a tax of $10 for its franchise
to be a corporation.
Sec. 2. And be it further enacted. That this Act shall take effect
June 1, 1965 JANUARY, 1, 1966.

(House Bill 499)
AN ACT to add new Section 215A to the Code of Public Local Laws
of Harford County (1957 Edition, being Article 13 of the Code
of Public Local Laws of Maryland), title "Harford County," sub-
title "County Commissioners," to follow immediately after Sec-
tion 215 thereof, to create a Harford County Governmental
Study Committee to study the governmental structure of Harford
County, to provide for the appointment and qualifications of its
members, to require it to report promptly, and to provide funds
for the purposes of the Committee.
Whereas, Harford County has experienced significant changes
in recent years; and
Whereas, Such changes have cast doubt upon the adequacy of
the existing structure or form of County government to meet present
and future needs; and
Whereas, Many proposals have been advanced for a change in
the present structure or form of government; and
Whereas, It is realized that basic changes in government should
not be entered into lightly but should be made for generations; and
