Dear Mr. Speaker:
I have today vetoed House Bill 909 and, in accordance with our
constitutional provisions, I am returning the same to you along with
my veto message.
This bill, as originally drafted and introduced, would have in-
creased the State's revenue by including passenger motor vehicles
used for lease or rental in the category of "Class B vehicles."
While the bill was in the process of moving through the General
Assembly, an amendment was attached drastically changing the
original bill. The bill, as amended, would result in the loss of revenue
to the State since the result of the amendment was to reduce the
registration fees on passenger motor vehicles engaged in the trans-
portation of persons; namely, the bill would reduce the registration
fees on taxi cabs and would amount to a tax reduction for this one
particular group.
The loss of revenue to the State based on the 1963-1964 fiscal
year would be in the neighborhood of $28,000.00. While this is not
an enormous amount of money as far as the State Special Fund
Budget is concerned, it is a sum that we cannot afford to lose,
especially when we are granting tax relief to a particular class of
taxpayers and in doing so we are in direct contradiction to the
intent of the bill.

House Bill No. 961—Registers of Wills
AN ACT to repeal and re-enact, with amendments, Section 24 of
Article 36 of the Annotated Code of Maryland (1964 Supplement),
title "Fees of Officers," subtitle "Registers of Wills," decreasing the
fee per page which may be charged by a Register of Wills for copies
of a paper of record, including plain certification and seal.
