House Bill No. 455—Calvert County Schools

AN ACT to repeal and re-enact, with amendments, Section 8 of
Article 77 of the Annotated Code of Maryland (1957 Edition), title
"Public Education," subtitle "Chapter 2. Formation of Boards,"
amending the laws concerning the County Board of Education of
Calvert County in order to add certain provisions concerning the
membership and qualifications of members of the Board, and specify-
ing the manner in which this Act shall become effective.

Dear Mr. Speaker:

In accordance with Article II, Section 17, of the Maryland Con-
stitution, I am returning herewith House Bill 455, 1965 Session, which
has been vetoed by me today.

The Bill would substantially alter the present law relating to
appointments to the Board of Education of Calvert County by re-
quiring that three of the five members of the Board be appointed
as representative of the three election districts in the County and the
other two members be appointed at large, as well as providing for
certain requirements concerning the political affiliation of the ap-
pointees.

Although I am always reluctant to veto a local legislative meas-
ure, I have been requested to do so by one of the two members of
the Calvert County Delegation in the House of Delegates and by
several prominent citizens of that County who are interested in the
County school system. They point out that this Bill constitutes a
rather wide departure from the present requirements relating to the
appointment of school board members and they strongly urge that
the entire subject matter of the Bill deserves further study before
its enactment into law.

In view of the foregoing, I have concluded to veto House Bill 455.

(a) and 110 (a) of Article 26 of the Annotated Code of Maryland
(1964 Supplement), title "Courts," subtitle "Municipal Court of
Baltimore City," to increase the jurisdiction of said Court, to correct
certain errors in numerical references to sections of the Code, and
relating generally to the division of criminal jurisdiction in Balti-
