Senate Bill No. 2—Bond Construction Bill
AN ACT to authorize the creation of a State debt in the aggregate
amount of Twenty Six Million Five Hundred Ninety Four Thousand
and Six Hundred Dollars ($26,594,600) THIRTY ONE MILLION
SEVENTY FIVE THOUSAND DOLLARS ($31,075,000) THIRTY-
ONE MILLION ONE HUNDRED AND TWENTY-FIVE THOU-
SAND DOLLARS ($31,125,000), the proceeds thereof to be used for
certain necessary building, construction, planning, deferred mainte-
nance and equipment purposes of this State, for acquiring certain
land and options in connection therewith, and for razing certain
State-owned buildings, and providing generally for the issue and
sale of Certificates of Indebtedness evidencing such loan, and, for the
purposes of this Act, modifying the provisions of Section 8 of Chap-
ter 159 of the Acts of 1964.

Dear Mr. President:
I hereby approve Senate Bill 2 except for the following enumer-
ated items which I hereby expressly disapprove and veto in accord-
ance with the power and authority conferred upon me by Article II,
Section 17 of the Constitution of Maryland:
1. Section 5 (C) (7) relating to an appropriation of $25,000
for the State's share of the cost for preliminary planning for campus
development contingent upon matching funds being made available
from the Montgomery County University Foundation; and
2. With respect to Section 5 (C) (8) relating to an appropriation
of $50,000 for the restoration of the Carroll Mansion in Baltimore
City, I hereby approve so much of this item which appropriates
$25,000 for this purpose and disapprove the remainder of $25,000.
