thereon, and the income derived therefrom in the hands of the
holders thereof from time to time, shall be and is hereby declared to
be exempt from State, county and municipal taxation of every kind
and nature whatsoever in the State of Maryland.
Sec. 9. And be it further enacted, That the County Commissioners
of Frederick County shall designate two of its members, and the
Board of Education of Frederick County shall designate two of its
members who shall serve on the School Building Commission. The
four persons so designated shall then select three representative
citizens of Frederick County, and the seven persons so designated
shall constitute the "Frederick County School Building Commis-
sion of 1965." Said Commission is authorized to make a full and
detailed study of the type of construction and plans of the buildings
constituting the projects enumerated herein, the type and amount
of equipment necessary therefor, and shall make a detailed study of
the costs thereof and obtain such other data as in the opinion of
said Commission is required to properly carry out the duties hereby
assigned to the Commission under the provisions hereof, and shall
from time to time make recommendations concerning the same to
the County Commissioners of Frederick County and the Board of
Education of Frederick County, which recommendations said joint
Boards shall consider, but which shall be advisory only and shall
not bind said Boards in any action which they may take. In the
event of a vacancy of the Commission by death, resignation, or
otherwise, such vacancy shall be filled by the Board or Boards, and
in the manner, by which the member of the Board whose vacancy
is being filled was originally selected. THE COMMISSION SHALL
SERVE UNTIL THE EFFECTIVE DATE OF THE NEXT
FREDERICK COUNTY SCHOOL BOND ENABLING LEGIS-
LATION.
Sec. 10. And be it further enacted, That this Act shall take effect
June 1, 1965.

AN ACT to repeal Sections 320 to 324 of Article 77 of the Annotated
Code of Maryland (1964 Supplement), title "Public Education,"
subtitle "Chapter 34. Planned Apprenticeship Program Under
Minimum Standards," and to add new Sections 50 to 57 to Article
89 of the Annotated Code of Maryland (1964 Replacement Volume),
title "Department of Labor and Industry," to follow immediately
after Section 49 thereof, and to be under the new subtitle "Planned
Apprenticeship Standards and On-the-job Training Activities," re-
lating to the establishment and operation of programs for the
training of apprentices and other on-the-job trainees.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 320 to 324 of Article 77 of the Annotated Code of
