payment or servicing thereof has lawfully pledged or committed (in
the form of a special tax or otherwise) any portion of the motor
vehicle fuel taxes of Two Cents, One-half and One and One-half Cents
per gallon, respectively, such pledge or commitment shall continue
unimpaired as a pledge or commitment of a like amount of Six
Cent Gasoline Tax. However, nothing contained in this subtitle
shall be deemed as requiring the dealer as defined herein to pay the
tax on diesel fuel, [fuel oil] No. 2 fuel oil, kerosene or propane used
for the propulsion of motor vehicles licensed to operate on a public
highway, unless there is an agreement between the supplier, the user
or seller, and the Comptroller, it being the legislative intent that the
tax herein provided be paid by the user or by the seller as the case
may be, of such diesel fuel, [fuel oil] No. 2 fuel oil, kerosene or
propane.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1965.

AN ACT to add eleven new sections to the Charter of the Town of
Capitol Heights, as said Charter is codified in the Code of Public
Local Laws of Prince George's County (1963 Edition), being Arti-
cle 17 of the Code of Public Local Laws of Maryland), title "Prince
George's County," subtitle "Capitol Heights," said new sections
to be under the new subheading "Redevelopment—Urban Re-
newal," and to be codified as part of the said Charter, authorizing
the Mayor and Common Council of Capitol Heights to carry out
certain urban renewal and redevelopment projects, generally de-
fining the powers, terms and conditions applicable to these proj-
ects, and relating generally to redevelopment and urban renewal
within the limits of the Town of Capitol Heights.
Section 1. Be it enacted by the General Assembly of Maryland,
That eleven new sections be and they are hereby added to the Charter
of the Town of Capitol Heights, as said Charter is codified in the
Code of Public Local Laws of Prince George's County (1963 Edition),
being Article 17 of the Code of Public Local Laws of Maryland,
title "Prince George's County," subtitle "Capitol Heights," said
new sections to be under the new subheading "Redevelopment—
Urban Renewal," and to be codified as part of the said Charter,
and all to read as follows:
Redevelopment—Urban Renewal
1. Definitions.
(a) The following terms wherever used or referred to in this
subheading shall have the following meanings, unless a different
meaning is clearly indicated by the context:
