(2)    No additional licenses (including all types and classes of
alcoholic beverage licenses for the sale of alcoholic beverages at re-
tail) shall be issued in any precinct of Anne Arundel County (except
the sixth district) where the number of all licensed premises for the
sale of alcoholic beverages at retail is more than one for each 1,000
or major fraction thereof, of registered voters of said precinct except
by renewal as provided in Section 68 of this article, as amended, or
by transfer within a precinct as provided by Sections 74 and 78 of
this article as amended OR AS PROVIDED IN THE PRECEDING
SUBPARAGRAPH, whichever shall be applicable, or by exchange
of the license issued for another license of a different type or class,
which exchange of license shall be made in accordance with the "Pro-
cedure for Issue of Licenses" as set forth in Sections 59 through 67
of this article, as amended.

(3)   Nothing in this subsection shall require the cancellation of
any license for the sale of alcoholic beverages issued or outstanding
in any precinct of Anne Arundel County (except the sixth district)
in excess of the number of licensed premises authorized by ratio
established by this subsection, nor shall anything in this subsection
require the issuance of any license for the sale of alcoholic beverages
at retail in any such precinct because the number of licenses issued
or outstanding does not equal this ratio.

(4)   Nothing in this subsection shall apply to the issuance of the
following types or classes of licenses:

(a) Beer licenses, Class BC, as set forth in subsection (c) of Sec-
tion 10 of this article.

(b) Beer and light wine licenses (on sale) clubs, Class WC licenses,
as set forth in subsection (c) of Section 15 of this article.

(c)   Beer, wine and liquor licenses (on sale) clubs, Class LC li-
censes, as set forth in subsection (c) of Section 20 of this article.

(d)   Beer, and beer and wine, Class C, 7 day licenses, as set forth
in subsection (b) of Section 25 of this article.

(e)   Beer, wine and liquor, Class C, 7 days licenses, as set forth in
subsection (c) of Section 25 of this article.

(f)   Race track licenses, as set forth in subsection (b) of Section
28 of this article.

(g)   Beach and amusement park licenses, on sale generally, with
music, dancing and other legal entertainment, as set forth in sub-
section (f) of Section 28 of this article.

(h) Yacht club licenses, as set forth in subsection (g) of Section
28 of this article.

(i) Licenses to hotels and motels having 30 rooms or more with
restaurant facilities serving full-course meals and marinas.

[(j) [Licenses to restaurants located on State, national or other
through highways, whose principal source of business is
derived from
transient patrons] Licenses to restaurants operated in conjunction
with or immediately adjacents to any marina.

(J) LICENSES TO BONA FIDE RESTAURANTS LOCATED
ON STATE OR NATIONAL HIGHWAYS, WHOSE PRINCIPAL
